The “cooperative federalism” which India touts is more than that of behavior. States are expected to follow the Center’s demands or facial results. Non -cooperative state governments are punished for blocking their laws, excluded from new programs or institutions, their legitimate funds are stopped, or, in the worst position, placed under the President’s rule.
For example, Tamil Nadu has about 20 bills pending, West Bengal has 22, and Kerala has 7. As the Crossller Granville Ostin of the Constitution of India, “State Rabbit … never combined against Central Wolf.”
India has already implemented the principle of equal representation to the state governments in addressing important national issues. For example, the GST Council consists of a representative of each state and center region – the State Finance Minister.
